It is a particular pleasure for me that my short visit to Namibia includes an opportunity to come to the Central North. The development partnership between Namibia and Germany is now twenty years old. It has been characterized by friendship and trust. We are working together as partners in order to improve the living conditions of disadvantaged people in Namibia and to make headway on development, especially here in Namibia's North.
For economic growth and development to happen, there needs to be infrastructure. Infrastructure gives people a chance to access schools, hospitals, and employment. So the impact of an infrastructure investment goes far beyond the infrastructure project itself. Infrastructure investment has a positive impact on many other areas. It creates jobs and is a precondition for future growth.

Well-known economist Jeffrey Sachs put it in a nutshell when he said that only "when the preconditions of basic infrastructure (...) are in place, markets are powerful engines of development." This is particularly true for roads. They are a region's vital arteries. So it is a special pleasure for me to be able to join you today to celebrate the restoration of the road section between Ompundja and Eheke.

The achievements of Namibian-German cooperation in the area of road construction make me particularly proud. In the North alone, we have been able to build or rehabilitate some 240 kilometers of district roads. As a result, children are able to go to school, and the sick are able to get to the health centers, even in the rainy season.

Thanks to the roads, rural people have year-round access to markets and employment opportunities. This is the precondition for them to make a living. So roads are the precondition for people to help themselves.But even road construction in itself is a way of helping people to help themselves, as it gives employment to hundreds of people from local villages. We want the roads to have an impact on employment in the longer term, too. The road construction project has been giving local construction companies a chance, through a mentorship program, to gather experience and become qualified to get involved in larger-scale construction projects. So by building roads, we are putting in place yet another foundation for a strong, effective private sector.

And not least, the road construction program is addressing another important issue: HIV/AIDS prevention. HIV and AIDS are disastrous for those affected and for their families. And the infection is an obstacle to development and economic growth, because particularly often, it is the economically active part of the population that is affected. Whenever we engage in road construction, we carry out HIV/AIDS education measures for workers and locals. It is our common goal to protect as many people as possible from HIV/AIDS.
All this experience has been informing the Namibian government's transport sector program. That program, too, is getting significant support from Germany. I would like to thank all those who have helped to make the construction of this road section happen, which is providing new opportunities to the people. I particularly thank the workers and construction companies for their excellent work. I thank the Namibian government, local authorities, German implementing agencies and all those who helped implement the project through training or other activities.

It is my wish that this road may bring about lasting improvements in people's living conditions and employment, health and education opportunities, and that the road may form a link between many different people.

Ich freue mich besonders, dass ich bei meinem kurzen Besuch in Namibia auch die Gelegenheit habe, den zentralen Norden zu besuchen. Die namibisch-deutsche Entwicklungspartnerschaft besteht seit nunmehr 20 Jahren. Sie ist geprägt von Freundschaft und Vertrauen. Wir arbeiten partnerschaftlich zusammen, um die Lebensbedingungen der benachteiligten Menschen in Namibia zu verbessern und Entwicklung voranzutreiben, insbesondere hier im Norden Namibias.

Wirtschaftliches Wachstum und Entwicklung brauchen Infrastruktur. Infrastruktur ermöglicht den Menschen den Zugang zu Schulen, zu Krankenhäusern und auch zu Beschäftigungsmöglichkeiten. Investitionen in Infrastruktur wirken damit weit über das einzelne Projekt hinaus. Sie haben positive Effekte auf viele andere Bereiche. Sie schaffen Arbeitsplätze und sind die Voraussetzung für zukünftiges Wachstum.

Der bekannte Ökonom Jeffrey Sachs hat es auf den Punkt gebracht: ?Erst wenn eine Grundversorgung an Infrastruktur vorhanden ist, wirken Märkte als starke Triebkräfte der Entwicklung.? Das gilt ganz besonders für Straßen. Sie sind die Lebensadern der Region. Ich freue mich deshalb besonders, dass ich heute gemeinsam mit Ihnen allen die Instandsetzung des Straßenabschnitts zwischen Ompundja und Eheke feiern darf.
Auf die Erfolge der namibisch-deutschen Zusammenarbeit im Straßenbau bin ich besonders stolz! Allein hier im Norden konnten wir rund 240 km Distriktstraßen bauen oder rehabilitieren. Das Ergebnis: Kinder können ihre Schule besuchen. Kranke erreichen die Gesundheitszentren ? auch in der Regenzeit.

Die ländliche Bevölkerung hat dank der Straßen ganzjährig Zugang zu Märkten und Beschäftigungsmöglichkeiten. Das ist die Voraussetzung dafür, dass sie ihren Lebensunterhalt selbstständig erwirtschaften können. Die Straßen schaffen also die Voraussetzung für die Selbsthilfe. Aber auch der Straßenbau selbst ist bereits Hilfe zur Selbsthilfe: Hunderte Menschen aus den umliegenden Dörfern finden dabei Beschäftigung. Wir wollen mit den Straßen auch einen längerfristigen Effekt für Beschäftigung erzielen. Lokale Bauunternehmen bekommen durch das Straßenbauprojekt die Chance, im Rahmen eines Mentorship-Programms Erfahrungen zu sammeln und sich damit für größere Bauvorhaben zu qualifizieren. Durch den Straßenbau legen wir somit einen weiteren Grundstein für eine starke und leistungsfähige Privatwirtschaft.
Und nicht zuletzt nimmt sich das Straßenbauprogramm eines weiteren wichtigen Themas an: HIV/Aids Prävention. HIV/Aids stürzt die Betroffenen und ihre Familien in großes Unglück. Und sie hemmt Entwicklung und wirtschaftliches Wachstum. Denn besonders häufig ist der wirtschaftlich aktive Teil der Bevölkerung betroffen. Straßenbau ist für uns immer verbunden mit HIV/Aids Aufklärungstrainings für Arbeiter und Anwohner der Straßen. Unser gemeinsames Ziel ist, so viele Menschen wie möglich vor HIV/Aids zu schützen.
All diese Erfahrungen fließen in das Sektorprogramm Transport der namibischen Regierung ein, das Deutschland ebenfalls maßgeblich unterstützt. Ich danke Ihnen allen, die dazu beigetragen haben, dass dieser Straßenabschnitt der Bevölkerung neue Chancen eröffnet. Ganz besonders danke ich den Arbeiterinnen und Arbeitern und den Baufirmen für ihre hervorragende Leistung. Ich danke der namibischen Regierung, den lokalen Behörden, den deutschen Durchführungsorganisationen und allen, die an der Realisierung durch Trainings oder andere Maßnahmen beteiligt waren.

Ich wünsche mir, dass sich durch diese Straße die Lebensbedingungen und die Chancen der Menschen auf Beschäftigung, Gesundheit und Bildung nachhaltig erhöhen und dass diese Straße viele Menschen miteinander verbindet.
